WORKERS’ COMPENSATION FUND

3.102.010 Fund created—Purposes.

There is created a fund to be known as the “workers’ compensation fund.” Money in the fund shall be expended only to pay costs incurred by the city as a self-insured employer pursuant to RCW Chapter 51.14, including the following purposes:

1.    To pay the city’s pro rata share of the state fund deficit as determined by the Director of the Department of Labor and Industries;

2.    To pay any liabilities of the city for compensation incurred as a self-insurer;

3.    To pay any premiums or other costs for reinsurance and surety bonds as may be authorized or required by applicable state laws; and

4.    To pay any other costs and expenses incurred in the operation and maintenance of the city’s self-insurance program, including fees for administrative services performed by independent contractors as may be authorized from time to time by resolution of the city council. 3.102.020 Source of funds.

From time to time, the city council shall budget appropriate or otherwise authorize the transfer of money from any available source into such fund. (Ord. 2783 § 1 (part), 1984).

3.102.030 Expenditures.

Expenditures from the fund shall be made only for the purposes mentioned in Section 3.102.010 of this chapter. No expenditure shall be made from such fund unless the city council shall prove such expenditure by enacting an ordinance appropriating money within the fund for the purpose for which the expenditure is to be made or by including an appropriation for that purpose in the budget.
