9.32.010 Exercise of Care to Insure Pedestrian Safety.

Every vehicle driver shall exercise due care to avoid colliding with any pedestrian upon any roadway and shall give warning by sounding the horn when necessary and shall exercise proper precaution upon observing any child or any obviously confused or incapacitated person upon a roadway.

9.32.020 Crossing Roadway.

Every pedestrian crossing a roadway at any point other than within a marked crosswalk or within an unmarked crosswalk at an intersection shall yield the right-of-way to all vehicles upon the roadway.

9.32.030 Traffic Control Signaled Intersections.

Between adjacent intersections at which traffic control signals are in operation pedestrians shall not cross at any place except in a marked crosswalk.

9.32.040 Crossing Intersections Diagonally.

No pedestrian shall cross a roadway intersection diagonally except in the manner authorized by official traffic control devices, where present.

9.32.050 Prohibited Crossings.

No pedestrian shall cross a roadway where an official sign prohibits such crossing.

9.32.060 Sudden Movements.

No pedestrian shall suddenly leave a curb or other place of safety and walk or run into the path of a vehicle which is so close that it is impossible for the driver to yield.

9.32.070 Use of Sidewalks.

Where sidewalks exist no pedestrian shall walk along and upon an adjacent roadway.

9.32.080 Walking on Left Side of Roadway.

Where sidewalks do not exist, every pedestrian shall, when practicable, walk only on the left side of the roadway or its shoulder facing traffic which may approach from the opposite direction and upon meeting an oncoming vehicle shall step clear of the roadway.

9.32.090 Uncontrolled Crosswalks.

When traffic control signals are not in place or operation every vehicle driver shall yield the right-of-way to a pedestrian crossing the roadway within a crosswalk when the pedestrian is upon the half of the roadway upon which the vehicle is traveling, or when the pedestrian is approaching so closely from the opposite half of the roadway as to be in danger.

9.32.100 Passing Vehicles Stopped for Pedestrians Prohibited.

No vehicle driver approaching from the rear of a vehicle stopped at a marked crosswalk or an unmarked crosswalk at an intersection shall overtake and pass such stopped vehicle.

9.32.110 Hitchhiking Prohibited.

No person shall solicit by word or sign or by any other means for himself or another a ride from the occupant of any vehicle except when an emergency exists which reasonably necessitates the solicitation or when the solicitor is requesting transportation from a passenger carrier for hire.

9.32.120 Offering Rides Prohibited.

No vehicle driver shall offer or give a ride upon or along a public roadway, except when an emergency exists which reasonably necessitates doing so.
