10.02.010 Adoption.

There is adopted as the traffic ordinance for the city, Los Angeles County Ordinance No. 6544, as amended through May 11, 1973, entitled “The Traffic Ordinance.”

Three copies of the traffic code, as amended, are on file with the city clerk. (Ord. 453 § 1, 1973: Ord. 221 § 1, 1968)

10.02.020 Amendments.

The following amendments are made to the Los Angeles County Ordinance No. 6544:

(1) Whenever “board of supervisors” or “board” is used in the ordinance, it means the Cerritos city council;

(2) Whenever “county” is used in the ordinance, it means the geographical limits of the city of Cerritos as then existing unless a different geographical area is clearly indicated by the context;

(3) Whenever “commissioner” is used, it means the city engineer;

(4) Section 1316.5 is added to the traffic ordinance to read as follows:

“Sec. 1316.5. Whenever the city engineer finds and determines that a hazardous situation exists because of construction, improvement, alteration or repair of any public streets or roadways within the city the city engineer may temporarily alter the flow of traffic on any such street or roadway and may prohibit the same until such time as the construction activity is terminated and the city engineer determines that the traffic hazard no longer exists. In the event that any finding is made by the city engineer which authorizes the temporary closing of any street or roadway then in that event the city engineer shall cause appropriate barricades and/or signs to be erected advising the operators of vehicular traffic of the temporary closing of the public street or roadway.”;

(5) Sections 1504, 2103, 3203, 3204, 3211 through 3213, inclusive, 3218, 3303, 5001 through 5006, inclusive, 6001 through 6203, inclusive, and 9001 through 9005, inclusive, are repealed;

(6) Section 8001 is hereby added to the traffic ordinance to read as follows:

“Section 8001. The city engineer may adopt rules and regulations governing the painting of street numbers on curbs within the city of Cerritos.”;

(7) Whenever in Section 5004 reference is made to the county of Los Angeles, it means the city of Cerritos;

(8) Section 1412 is added to the traffic ordinance to read as follows:

“Section 1412. Whenever the road commissioner finds and determines that official traffic-control devices are disabled or otherwise inoperable, he may regulate traffic by means of any person given temporary appointment for such duty.”;

(9) Section 1412.1 is added to the traffic ordinance to read as follows:

“Section 1412.1 Whenever the road commissioner finds that the regulation of traffic is necessary at the site of road or street construction or maintenance, he may regulate traffic by means of persons authorized for such duty.”;

(10) Section 3205.6 is added to the traffic ordinance to read as follows:

“Section 3205.6 A person shall not park any trailer or semitrailer upon any highway, street, alley, public way or public place unless the trailer or semitrailer is at all times while so parked attached to a vehicle capable of moving the trailer or semitrailer in a normal manner upon the highway, street, alley, public way or public place.

This section shall not apply to trailers or semitrailers in the process of being loaded or unloaded, nor shall it apply to any trailer or semitrailer which is disabled in such a manner and to such an extent that it is impossible to avoid stopping and temporarily leaving the disabled trailer or semitrailer on that portion of the highway, street, alley, public way or public place ordinarily used for vehicular parking.” (Ord. 528 § 1, 1976; Ord. 453 § 2, 1973; Ord. 221 § 2, 1968)

10.02.030 Penalty for violation.

Whoever violates any provision of this chapter or any provision of the California Vehicle Code is guilty of a misdemeanor and unless a separate penalty is provided in the California Vehicle Code shall be punishable according to Section 1.08.020. (Ord. 221 § 3, 1968)

10.02.040 Section 3218 added—Parking.

Los Angeles County Ordinance No. 6544, as amended, entitled “The Traffic Ordinance” and adopted as the traffic ordinance of the city, is amended in the following particulars: Chapter III, Article 2, is amended by adding thereto Section 3218 to read as follows:

“Sec. 3218. No person shall park any vehicle on any highway, street, alley or public way or public place between three a.m. and five a.m. on any day. Notwithstanding the provisions hereof, the city council may adopt a procedure to permit the temporary overnight parking of motor vehicles on highways, streets, alleys or public ways in this city on such terms and conditions and for such period of time as the city council shall determine.” (Ord. 293 § 1, 1970: Ord. 238 § 1, 1969)

10.02.050 Penalty for violation of Section 10.02.040.

Whoever violates Section 10.02.040 is guilty of an infraction and shall be fined a sum of not less than two dollars. (Ord. 238 § 2, 1969)

10.02.060 Motorbikes and similar vehicles—Regulations of.

No person shall operate any motor vehicle, (including any motorcycle, trailbike, mini-bike, unlicensed vehicle, dune buggy, motor scooter or jeep) or the motor thereof on any vacant lot, parking lot, vacant property or acreage or developed area so as to disturb the peace or quiet of any neighborhood or person by noise, dust, smoke or fumes caused by such motor vehicles.
