17.74.010 Purpose.

In order to prevent traffic congestion and shortage of on-street parking spaces, off street parking facilities shall be provided incidental to any new buildings or structures and alterations and enlargements of existing uses.  Off-street parking facilities shall be laid out in such a manner that they will protect the public safety and insulate surrounding land uses from their impact.  (Ord. 90-02 §2(part), 1990).

17.74.020 Residential uses.

A. Single-Family Detached Dwellings, Duplexes, Halfplexes, and Mobile Homes On Individual Lots.  Not less than two covered parking spaces shall be provided for each dwelling unit within the buildable portion of the lot.  The required parking spaces may be provided within a garage, a carport, or any combination thereof.  Each parking space shall be at least nine feet in width and nineteen feet in length.  All carports and garages shall have a driveway length of at least twenty feet free and clear from the back edge of the sidewalk which is for the temporary parking of vehicles.  Driveways and parking aprons shall, at a minimum, have a chip seal surfacing.

B. Apartments, Condominiums, Townhouses, Rowhouses and Cluster Development.  At least two parking spaces shall be provided for each dwelling unit, except one-bedroom units which shall provide one and one-half parking spaces for each dwelling unit.  Any room which could be converted to a bedroom (such as a den) shall be considered a bedroom when computing required parking.  One of the required parking spaces per unit shall be covered.  At least five-tenths parking spaces per unit shall be provided as guest parking.

C. Motels, Hotels and Auto Courts.  Motels, hotels, and auto courts shall provide at least one parking space for each sleeping room, suite of rooms or housekeeping unit.  Where other principal uses are located on the premises such as restaurants, bars and meeting rooms, one hundred percent of the requirement specified in this chapter for the principal use requiring the greatest amount of parking shall be provided, and seventy percent of the requirement specified in this chapter for the other uses shall be provided in addition.

D. Boarding Houses, Fraternity and Sorority Houses.  Boarding houses, fraternity or sorority houses, dormitories, group care facilities and similar uses where the structure contains sleeping rooms shall provide at least one parking space for every two occupants based upon the maximum occupant load of the sleeping or dining area, whichever is greater.

E. Residential Care Homes.  In addition to the number of spaces provided pursuant to Section 17.74.020(A), a residential care home providing care for six or more adults, shall provide one and one-half additional parking spaces for every six adults receiving care in the home.

F. Large Family Day Care Homes.  In addition to the number of spaces provided pursuant to Section 17.74.020(A), a large family day care home, or other similar uses, shall provide one additional parking space.

G. Nursery Schools (Child Day Care Centers).  Nursery schools, child care centers, and similar uses, shall provide at least one parking space for each employee plus one passenger loading space for every eight children licensed by the county or state.

H. Mobile Home Parks.  Parking for mobile home parks shall be consistent with Chapter 17.68.

I. Recreational Vehicle (RV) Parks.  At least one and one-half parking spaces per RV site shall be provided.  (Ord. 92-13 §3, 1992; Ord. 90-02 §2(part), 1990).

17.74.030 Commercial uses.

A. Retail Stores and Shopping Centers.  For general retail activities not otherwise listed, including neighborhood and community shopping centers, and other mixed-use developments which are predominantly retail commercial and utilize a common parking area through mutual parking agreements, parking shall be provided at a ratio of at least four and one-half spaces for every one thousand square feet of gross floor area.

B. Restaurants and Bars.  For restaurants and bars, parking shall be provided at a ratio of at least one parking space for every four seats based upon the capacity of the fixed and movable seating area as determined under the Uniform Building Code.

C. Uncovered Sales Areas.  For uncovered sales areas such as new or used automobile, boat or trailer sales, lumber or building material yards, plant nurseries or similar uses a minimum of five customer parking spaces for the first five thousand square feet of uncovered sales area regardless of the actual area covered.  In addition, one customer parking space for each additional one thousand square feet of uncovered sales area to a required maximum of twenty customer parking spaces shall be provided.  There shall also be at least one parking space for each employee.

D. Building Materials.  For building material sales facilities, parking shall be provided at a ratio of at least four and one-half spaces for every one thousand square feet of gross floor area in the main retail building, plus whatever additional parking is required by the application of Section 17.74.030(C) to the balance of the sales area that is not within the main building.

E. Retail Furniture, Major Appliance, Floor Covering, Piano and Organ Retail Sales.  For uses such as retail stores principally displaying and selling furniture, floor coverings, pianos and organs, and large appliances, parking shall be provided at a ratio of at least one space per six hundred square feet of floor area.  If located within a shopping center or other mixed use development which is predominantly retail commercial, the appropriate shopping center requirement applies, provided that there are mutual parking agreements and the total cumulative gross floor area of this use does not exceed ten percent of the gross floor area of the shopping center.

F. Barber and Beauty Shops and Similar Uses.  For barber and beauty shops, wig salons and similar uses, at least two parking spaces for each employee or one parking space for every one hundred fifty square feet of gross floor area, whichever is greater, shall be provided.  If located within a shopping center or other mixed use development which is predominantly retail commercial, the appropriate shopping center requirement applies, provided that there are mutual parking agreements and the total cumulative gross floor area of this use does not exceed ten percent of the gross floor area of the shopping center.

G. Dancehalls, Ballrooms, Discos and Incidental Dancing Area.  Dancehalls, ballrooms and discos, and similar facilities where dancing is the principal use of the premises shall provide at least one parking space for every four seats, based upon the capacity of the fixed and movable seating area as determined under the Uniform Building Code but not less than one space per fifty square feet of dance floor.  Restaurants, bars and other recreational uses with incidental dancing shall provide parking according to the standards specified above based upon the area of that portion of the premises oriented to the dance floor.  The parking required for the portion of the premises not oriented to the dance floor shall be based upon the standards specified in this title for the principal use of the premises.  The chief building inspector shall determine which portions of the premises are oriented to the various uses.

H. Appliance Repair Shops.  For shops repairing household appliances and equipment, at least one parking space for every six hundred square feet of gross floor area or one parking space per two employees, whichever is greater.  If located within a shopping center or other mixed use development which is predominantly retail commercial, the appropriate shopping center requirement applies, provided that there are mutual parking agreements and the total cumulative gross floor area of this use does not exceed ten percent of the gross floor area of the shopping center.

I. Automobile Repair and Service Shops.  For automobile repair shops, a paved surface shall be provided to accommodate automobiles at a ratio of at least three vehicles for every one thousand square feet of gross floor area.  If located within a shopping center or other mixed use development which is predominantly retail commercial, the appropriate shopping center requirement applies, provided that there are mutual parking agreements and the total cumulative gross floor area of this use does not exceed ten percent of the gross floor area of the shopping center.

J. Auto Sales.  Automobile dealerships selling new and/or used automobiles shall provide at least one parking space for each four hundred square feet of gross floor, area, plus one space for each two employees, in addition to parking spaces provided for vehicles for sale.

K. Commercial Uses Not Listed.  For uses not listed in this section, off-street parking shall be provided as determined by the site plan review committee based on the requirements for the use which is most similar to the use in question.  (Ord. 93-06 §1 Exh. A (part), 1993; Ord. 90-02 §2(part), 1990).

17.74.040 Office and professional.

A. Offices.  For professional offices and office complexes not listed elsewhere in this section, parking shall be provided at a ratio of at least one parking space per four hundred square feet of gross floor area.  Interior hallways used for access to office suites need not be counted in determining gross floor area.

B. Medical and Dental Offices.  For medical and dental offices and complexes, parking shall be provided at a ratio of at least one parking space per two hundred square feet of gross floor area.  If located within a shopping center or other mixed use development which is predominantly retail commercial, the appropriate shopping center requirement applies, provided that there are mutual parking agreements and the total cumulative gross floor area of this use does not exceed ten percent of the gross floor area of the shopping center.

C. Banks, Saving and Loan and Credit Unions.  For banks, parking shall be provided at a ratio of at least one parking space per two hundred square feet of gross floor area.  If located within a shopping center or other mixed use development which is predominately retail commercial, the appropriate shopping center requirement applies, provided that there are mutual parking agreements and the total cumulative gross floor area of this use does not exceed ten percent of the gross floor area of the shopping center.  (Ord. 93-06 §1 Exh. 17.74.050 Schools and public facilities.

A. Schools.  Elementary and junior highs schools shall provide at least one parking space for each employee or one parking space for every three seats in the auditorium or multipurpose room, whichever is greater, plus off-street loading space for at least two school buses.  High schools shall provide the greater of the following:

1. At least one parking space for each employee and one parking space for every three students in the 11th and 12th grades, or

2. At least one parking space for every three seats in the main auditorium or stadium, whichever is the greater.

B. Colleges.  At least one parking space for each employee and one parking space for every two students, or at least one parking space for every three seats in the main auditorium or stadium, whichever is the greater.

C. Hospitals.  Hospitals shall provide at least two parking spaces for each bed licensed by the state.  Any outpatient facilities shall provide additional parking as required for a medical office.

D. Convalescent Hospitals, Nursing Homes and Sanitariums.  For convalescent hospitals, nursing homes and sanitariums, parking shall be provided at a ratio of at least one space for every four beds licensed by the county or state.

E. Churches.  Churches and other places of worship, mortuaries or funeral homes shall provide at least one parking space for every four seats within the main chapel or assembly room, or one space per twenty square feet of floor space if seats are not fixed.

F. Cemeteries.  Cemeteries and crematories, mausoleums, columbariums, and funeral establishments when incidental to a cemetery, shall provide one parking space for every two seats in the main assembly room plus one parking space for each regular employee and one parking, space for each vehicle operated on the grounds by the proprietary institution.

G. Public Utilities.  Public utility buildings, communication equipment buildings and utility service yards shall provide one parking space for every two employees on the premises at any one time including overlaps in shifts.  (Ord. 93-06 §1 Exh. A(part), 1993; Ord. 90-02 §2(part), 1990).

17.74.060 Industrial uses.

A. Manufacturing Plants.  Manufacturing plants, machine shops and contractors, industrial facilities shall provide the greater of the following:

1. One parking space for each employee and each company-operated vehicle;

2. One parking space for every five hundred square feet of gross floor area and each company-operated vehicle.  Manufacturing or repair plants maintaining more than one shift of workers shall provide two parking spaces for every three employees on each of the two larger shifts plus one parking space for each company-operated vehicle.

B. Warehouses.  Warehouses and storage buildings shall provide at least one parking space for each employee plus one parking space for each company-operated vehicle, or one parking space for every two thousand square feet of gross floor area, whichever is greater.

C. Industrial Uses Not Listed.  For uses not listed in this section off-street parking shall be determined by the site plan review committee.  (Ord. 90-02 §2(part), 1990).

17.74.070 Recreational uses.

A. Physical Fitness Centers and Similar Uses.  For physical fitness centers, health studios, steam baths, and similar uses at least one parking space for every two occupants based upon the maximum occupant load as determined under the Uniform Building Code shall be provided.

B. Bowling Centers.  Bowling centers shall provide at least four parking spaces for each lane.  Other principal uses within the bowling center such as restaurants, pool halls, cocktail lounges and other uses shall provide additional parking spaces as required by the provisions of this chapter for each such use.

C. Skating Rinks.  For skating rinks, there shall be provided at least one parking space for every one hundred square feet of skating area.  Other uses within the skating center such as seating for observation, game rooms and other uses shall provide additional parking spaces required by the provisions of this chapter for each use.

D. Tennis and Other Court Games.  Tennis or other court games shall provide at least two parking spaces for each court.

E. Pools.  Swimming pools other than those used as accessory uses with residential and commercial-residential uses shall provide at least one parking space for every one hundred square feet of pool area.  Other uses within the pool area or building such as seating for observation, game rooms and other uses shall provide additional parking spaces required by the sum of other uses, as specified in this chapter.

F. Swimming and Tennis Clubs.  Swimming and tennis clubs, cabana clubs, public neighborhood pools and similar recreational clubs or facilities shall provide at least the number of parking spaces or amount of parking area required by the use requiring the greatest parking area plus fifty percent of the parking required by the sum of other uses, as specified in this chapter.

G. Golf Courses.  As determined by the city planner based upon the specific uses and improvements proposed.

H. Driving Ranges.  Driving ranges or shooting ranges shall provide at least one and one-half parking spaces for each tee or shooter station.

I. Miniature Golf Courses.  Miniature golf or pitch and putt courses shall provide at least one and one-half parking spaces for each hole.

J. Commercial Stables.  Commercial stables shall provide parking on the basis of one space for each employee and one space for every five stalls.

K. Parks.  Public parks over ten acres in size shall provide at least five percent of the total area for off-street parking facilities.  Parking requirements for public parks less than ten acres shall be determined by the site plan review committee.

L. Stadiums and Similar Uses.  Stadiums, ball parks and other outdoor sports areas with fixed seating shall pro vide at least one parking space for every four seats.

M. Pool and Billiard Rooms.  Pool and billiard rooms shall provide at least two parking spaces for each table.

N. Card Rooms.  Card rooms shall provide one parking space per two seats.  (Ord. 90-02 §2(part), 1990).

17.74.080 General parking standards, excluding single-family dwellings.

Accessible off-street parking areas shall be provided and maintained as set forth in this chapter.  Off-street parking spaces shall be designed so that vehicles do not back out into a public street.  The parking access area shall provide parking and maneuvering room for motor vehicles and structure or area of land or water.  Where there is a combination of principal uses in any one facility, the sum of the parking requirements of these uses shall be provided unless otherwise indicated.  If the calculation of parking needs results in the requirement for a fraction of a parking space, such a parking space need not be provided unless the fraction exceeds fifty percent.  This chapter shall not be construed to prohibit the installation and maintenance of more parking spaces than the minimum number required.  (Ord. 90-02 §2(part), 1990).

17.74.090 Seats or seating capacity.

Where the standards for parking set forth in this chapter are based upon seating capacity, the capacity shall be determined by the actual seating capacity.  Where pews or benches will be used, seating capacity will be based on the following:  one seat per eighteen inches of pew or bench length and one seat per thirty inches of booth length for dining.  (Ord. 90-02 §2 (part), 1990).

17.74.100 Building permits.

Plans submitted for a building permit to construct a building which has public parking areas shall include the design of the required parking area drawn to scale.  Such plans shall include all parking spaces and maneuvering areas, curb cuts, landscaping and other improvements.  The building permit shall not be issued until zoning clearance has been approved and no final completion inspection approved until the parking spaces and required landscaping are installed.  No business license shall be approved until final completion inspection is obtained.  (Ord. 90-02 §2(part), 1990).

17.74.120 Change of occupancy.

For a change of occupancy where the parking demand is increased and where no new construction requiring a building permit is anticipated, but a new business license is required, the planning director or his designee shall review the parking requirements of the proposed use.  No new business license shall be issued until the city planner has approved the parking plan.  Two copies of such plan drawn to scale shall be submitted to the planning department for approval.  The plan shall show the whole property in question and the means of ingress and egress, location of the building, parking spaces, landscaping and any other proposed facilities.  If the plan conforms to the intent and provisions of this chapter, the city planner shall approve the parking plan and the business license may be issued.  (Ord. 90-02 §2(part), 1990).

17.74.130 Parking reductions.

A proponent of an office, commercial or industrial project may provide alternative facilities or programs which serve to reduce parking demand in return for a reduction in vehicle parking requirements.  Vehicle parking requirements may be reduced in accordance with the following provisions:

A. Shower/Locker Facilities.  Developments with one hundred or more employees may reduce their parking requirement by providing shower and clothing locker facilities for bicycle commuting employees.  Maximum reduction:  two percent of required parking or five spaces, whichever is greater.

B. Preferred Carpool/Vanpool Parking Spaces.  Office or industrial developments which guarantee preferred parking spaces (e.g., covered, shaded or near building entrance) to employees who participate regularly in a carpool or vanpool may reduce their parking requirement by one vehicle space for every one space which is marked and reserved for carpools/vanpools at a preferred location.  Maximum reduction:  two percent of required parking.

C. Request For Special Review of Parking.  Parking reductions exceeding the maximums specified in subsection A or B above, or modifications of improvement requirements, may be granted whenever such reduction or modification is considered in conjunction with a review of a permit authorized by this title.  The project proponent shall submit with the request whatever evidence and documentation is necessary to demonstrate that unusual conditions warrant a parking reduction, such as the multiple use of a parking area by uses having peak parking demands which occur at different times; floor plans which indicate that the floor area devoted to customer or employee use is less than typical for the size building proposed; or that other programs will be implemented by the developer or tenant(s) which will result in a demand for less parking at the site.  The appropriate authority may require the recordation of agreements with the county recorder, prior to issuance of a building permit, which assure that appropriate programs are implemented for the duration of the parking reduction.  (Ord. 90-02 §2(part), 1990).

17.74.140 Off-site parking.

Commercial uses open to the public that require more than thirty parking spaces may be located on the premises, within three hundred feet of the premises, or a combination of both.  The off-site spaces to be included in the total parking requirement shall be located off-street and shall meet the development standards for off-street parking established in Section 17.78.030.

A. Proof of ownership or a parking agreement with the owner of record must be presented during site plan review to receive credit for off-site parking spaces.

B. Signs identifying the off-site parking area may be required.  (Ord. 90-02 §2(part), 1990).

17.74.150 Existing facilities.

Any building or use for which parking facilities become substandard by the adoption of this chapter shall be considered a nonconforming use.  Such nonconforming use may continue, but no enlargement or expansion shall be made in such use or building, unless the required number of parking spaces or parking area as designated by this chapter is provided.  Any change of use in an existing building or lot that requires more parking space shall provide the additional parking areas required in this chapter.  However, the planning commission may waive the additional required number of parking spaces if the applicant provides evidence that he/she has exhausted all opportunities for providing the necessary parking.  (Ord. 92-10 §1, 1992:  Ord. 90-02 §2(part), 1990).

17.74.160 Compact car spaces.

Up to thirty percent of the spaces in a parking facility with ten or more spaces may be designed and designated for compact cars.  (Ord. 90-02 §2(part), 1990).

17.74.170 Handicapped parking.

Parking spaces for the handicapped shall be provided and designed in accordance with the requirements of Chapter 2-71 of Title 24 of the California Administrative Code.  When less than five total parking spaces are provided one of these spaces shall be fourteen feet wide and striped to provide a nine-foot parking area and a five-foot loading and unloading area.  However, there is no requirement that the space be reserved exclusively for handicapped use.  (Ord. 90-02 §2(part), 1990).

17.74.180 Off-street loading spaces.

For every building or facility occupied by manufacturing, storage, warehouse, wholesale or retail store, market, passenger terminal, theater, hotel, motel, restaurant, hospital, laundry, dry-cleaning plant, or other similar use requiring the receipt or distribution of vehicles or merchandise, adequate space for standing, loading, and unloading shall be provided and maintained on the same site in addition to the parking requirements of this chapter.  The adequacy of off-street loading space shall be determined by the site plan review committee.  (Ord. 90-02 §2(part), 1990).
