16.10.010 Riverfront Park.
As used herein, the term "Riverfront Park" shall include that area within the city lying east of the Feather River and west of the Feather River Flood Protection Levee and lying south of the northerly city limits and lying north and east of the E Street Bridge crossing the Yuba River. 16.10.020 Hours.
It is unlawful for any person to enter or remain in Riverfront Park at any time between the hours of eleven p.m., local time, and four a.m., immediately following; provided, however, that this prohibition shall not apply to such person who camps overnight in Riverfront Park if such person is camping there pursuant to approval of the city council or its designee granted under the provisions of Section 16.10.025. 16.10.025 Camping.
It is unlawful for any person to camp overnight in Riverfront Park except in conjunction with a group which is participating in an organized event which has been approved in advance by the city council or by a person designated by the city council. Any such advance approval shall include such conditions as the city council or its designee deems necessary or appropriate including, without limitation, provision for:
(1) A written application made at least five working days prior to the proposed event;
(2) Liability insurance;
(3) Cleanup deposits;
(4) Security; and
(5) Other matters which apply generally to the use of city property. (Ord. 1046 § 2, 1986: Ord. 925 § 1, 1980).
16.10.030 Stopping, standing or parking.
No person shall stop, stand or park a vehicle within Riverfront Park, except in those places specifically designated for such purpose. (Ord. 881 § 1 (part), 1978).
16.10.040 Use of boat ramp.
The boat ramp in Riverfront Park shall be used only for loading and unloading of boats into the Feather River. No person shall stop, stand or park a vehicle on or about the boat ramp except for such purpose. (Ord. 881 § 1 (part), 1978).
16.10.050 Swimming prohibited.
No person shall swim in the boat dock or boat launching area or in any body of water within or adjacent to Riverfront Park. (Ord. 1156 § 2, 1993: Ord. 881 § 1 (part), 1978).
16.10.055 Fireworks prohibited.
No person shall use, possess or sell any firework of any type within Riverfront Park except pursuant to a permit issued by the Office of the State Fire Marshal. (Ord. 1095 § 2, 1990).
16.10.060 Operation of vehicles within Riverfront Park.
No vehicle, including, without limitation, motorcycles or other vehicles designed for off-road use, shall be operated in Riverfront Park except on paved, permanent roads or in the area north of the Tenth Street Bridge which is specifically designated for use by off-road vehicles. 16.10.070 Misuse of levees.
No person shall operate any vehicle including, without limitation, motorcycles or other vehicles designed for off-road use, on any portion of any levee in or around Riverfront Park except on paved, permanent roads. (Ord. 881 § 1 (part), 1978).
16.10.075 Fishing prohibited.
No person shall fish within one hundred feet of the boat dock or boat launching ramp in Riverfront Park. (Ord. 1156 § 3, 1993: Ord. 1069 § 8, 1988).
16.10.080 Violations and penalties.
Any person violating any provision of this chapter is guilty of an infraction and shall be punished by a fine of two hundred fifty dollars, except for violation of either Section 16.10.030 or 16.10.040 for which the fine shall be twenty-five dollars. 16.10.090 Enforcement.
The provisions of this chapter may be enforced by any duly appointed peace officer or parking enforcement officer. Any person authorized to enforce the provisions of this chapter may issue such citation or notice to appear as may be appropriate under the circumstances. 16.10.100 Signs.
The city engineer is authorized and directed to place and maintain appropriate signs giving notice of any restriction imposed by this chapter including, without limitation, signs regulating parking, swimming and overnight camping activities. (Ord. 881 § 1 (part), 1978).
