URBAN RENEWAL AGENCY

2.15.010 Declaration.
There are hereby declared to be blighted areas existent in the City of Harrisburg. There is further declared to be a need for an urban renewal agency to function in the City of Harrisburg, which urban renewal agency shall be deemed to have all powers provided by ORS chapter 457. For purposes of this declaration, “blighted areas” are deemed to be areas which by reason of deterioration, faulty planning, inadequate or improper facilities, deleterious land use or the existence of unsafe structures, or any combination of these factors, are detrimental to the safety, health, or welfare of the City of Harrisburg. The term “blighted areas” is more particularly defined in ORS 457.010 and those definitions are incorporated herein by reference. [Ord. 665 § 1, 1995; Ord. 622 § 1, 1992.]
2.15.020 Established.
The powers of the Urban Renewal Agency of the City of Harrisburg as set forth in ORS chapter 457 shall be exercised by the Harrisburg City Council, acting as the Urban Renewal Agency of the City of Harrisburg. Any act of the Harrisburg City Council acting as the Urban Renewal Agency shall be considered the act of the Urban Renewal Agency only and not of the Harrisburg City Council. [Ord. 622 § 2, 1992.]
