2.20.010 Appointive officers.

The appointive officers of the city are the finance director, city attorney and city clerk. (Ord. 88-7 §3(part): Ord. 83-8 §3(14): prior code §2.12.010)

2.20.020 Appointment.

A. The city attorney shall be appointed by the city council.

B. The finance director and city clerk shall be appointed by the mayor acting as the chief administrative officer of the city. Appointments by the mayor are subject to confirmation by the city council.

2.20.030 City clerk. Revised 7/18

A. The city clerk shall be appointed by the mayor and confirmed by the council and shall serve at the pleasure of the mayor.

B. The city clerk shall:

1. Publish notice of the date, time and place of council meetings;

2. Attend council meetings and keep the journal;

3. Prepare agendas and agenda packets, as directed and approved by the mayor according to Sections 2.12.040 and 2.12.080;

4. Act as the parliamentary advisor to the governing body;

5. Maintain and make available for public inspection an indexed file including the city ordinances, resolutions, rules, regulations and codes; provide for codification of ordinances, and authenticate or certify records as necessary;

6. Maintain an indexed file system of official burial, business license, resolution, ordinance, and all other records of the city, provide for codification of ordinances and authenticate or certify city records as necessary;

7. Attest deeds and other documents;

8. Record and certify all actions of the council;

9. Take oaths, affirmations and acknowledgements as necessary;

10. Be custodian of the city seal and the official burial, business license, resolution, ordinance, and all other records of the city, including managing city records and developing retention schedules and procedures for inventory, storage and destruction of records as necessary;

11. Give to the proper officials ample notice of the expiration or termination of any term of office and, when necessary, the conditions or requirements of all bonds, franchises, contracts and agreements;

12. Administer all city elections; in consultation with the city attorney, assure that the municipality complies with 42 U.S.C. 19711974 (Voting Rights Act of 1965, as amended);

2.20.040 City attorney.

There shall be a city attorney, who shall be an officer of the city appointed by the city council for an indefinite term, and who shall be the chief legal adviser of the council and all other offices, departments and agencies of the city government in matters relating to their official powers and duties. He shall represent the city in proceedings in the courts. He shall perform all services incident to this position which may be required by law or ordinance. 2.20.050 Finance director.

There shall be a finance director who shall be an officer of the city appointed by the mayor subject to council approval. The finance director is the chief financial adviser to the mayor and the city council. He is the treasurer of the city and the custodian of all municipal funds. The finance director collects and receives all revenues of the city, makes payments on the city’s behalf out of appropriations, and keeps an itemized account of all such receipts and expenditures. The finance director shall make a financial report to the mayor monthly about the city finances for the previous month and shall make a financial report to the mayor prior to the end of each fiscal year, about city finances for the previous year. The finance director shall, on consultation with the mayor, prepare a proposed budget for each fiscal year. He shall have such other powers, duties and functions as may be prescribed by applicable law or ordinance. (Ord. 88-7 §3(part): Ord. 84-2 §3: prior code §2.12.035)

2.20.060 Boards.

The council may in its discretion by ordinance or resolution create or abolish boards, and may grant to them the power to conduct hearings and to make recommendations and initial decisions. (Ord. 88-7 §3(part): prior code §2.12.040)

2.20.065 Utqiaġvik health board. Revised 7/18

The Utqiaġvik health board is recognized by the Utqiaġvik city council as a board which has seven members on the board of directors and has an open membership to the public. (Ord. 02-2017 §2(part); Ord. 91-15 §4)
