15.16.010 Uniform numbering system.

There is established a uniform system for numbering buildings fronting on all streets and named driveways in the Town and all houses and other buildings shall be numbered in accordance with the provisions of this chapter. All properties located within the incorporated boundaries of the Town shall be so numbered. Upon annexation of any property into the Town, the uniform numbering system shall be extended into the annexed area. (Ord. 22-449 § 1; Res. 22-1623 (Exh. A); Ord. 98-154 § 16: Ord. 88-60 § 1)

15.16.020 Definitions.

A.    "Legal address" means designated, by the Town of Pinetop-Lakeside, as the physical building number assigned in accordance with this chapter.

B.    "Master street name list" means the official street name list for the Town of Pinetop-Lakeside.

C.    "Named driveway" means legal access to one or more properties that requires to be named based on Section 15.16.080.

D.    "Official street and numbering map" means the official street and numbering map of the Town of Pinetop-Lakeside designating the street names and grid numbers.

E.    "Physical building number" means the legal address, as designated by the Town of Pinetop-Lakeside, assigned to a building in accordance with the provisions of this chapter.

F.    "Street" means all property dedicated or otherwise reserved for public street use or having thereon a public easement for such use. (Ord. 22-449 § 1; Res. 22-1623 (Exh. A); Ord. 98-154 § 17: Ord. 88-60 § 2)

15.16.030 Designations.

A.    Streets and Named Driveways. Streets and named driveways shall be designated as drives, lanes and roads, as designated by Section 15.16.020.

B.    Street Names. All streets shall carry a PREFIX ... PRIMARY ... SUFFIX: To constitute a full or total name.

C.    Listing of Prefixes, Primaries and Suffixes.

1.    Prefixes.

a.    North.

b.    South.

c.    East.

d.    West.

2.    Primaries. As shown in the master street name list, and any amendments thereto.

3.    Suffixes.

a.    Drive.

b.    Lane.

c.    Road.

d.    Way.

e.    Circle.

f.    Street.

g.    Court.

h.    Loop.

i.    Place.

j.    Trail.

15.16.040 Base point and baselines for dividing the Town.

The common corner of Sections 25 and 36, Township 9 North-Range 22 East, and Sections 30 and 31, Township 9 North-Range 23 East, Gila and Salt River Meridian, shall be the base point of the grid system.

The line extending east and west from the base point shall be the base line dividing the Town into north and south parts. The line extending north and south from the base point shall be the base line dividing the Town into east and west parts.

Hereafter, streets and named driveways north of the base point and running generally in a northerly-southerly direction shall be considered "north" streets;

Streets and named driveways south of the base point and running generally in a northerly-southerly direction shall be considered "south" streets;

Streets and named driveways west of the base point and running generally in an easterly-westerly direction shall be considered "west" streets;

Streets and named driveways east of the base point and running generally in an easterly-westerly direction shall be considered "east" streets.

A.    Each building north of the east-west base line and facing a street running in a northerly direction shall carry a number indicating its location north of such base line.

B.    Each building south of the east-west base line and facing a street running in a southerly direction shall carry a number indicating its location south of such base line.

C.    Each building west of the north-south base line and facing a street running in a westerly direction shall carry a number indicating its location west of such base line.

D.    Each building east of the north-south base line and facing a street running in an easterly direction shall carry a number indicating its location east of such base line.

E.    All buildings on diagonal streets shall be numbered the same as buildings on northerly and southerly streets if the diagonal runs more from the north to south, and the same rule shall apply on easterly and westerly streets if the diagonal runs more from east to west. To simplify the system, Highway 260 (White Mountain Boulevard) is declared to be an east-west alignment. (Ord. 22-449 § 1; Res. 22-1623 (Exh. A); Ord. 98-154 § 19)

15.16.050 Basis for assigning numbers.

The numbers shall be assigned using the grid system at one thousand six hundred (1,600) numbers to the mile. The numbering of buildings on all streets and named driveways shall begin at the base point. A grid system shall be used with individual numbers being assigned according to the location of the lot or parcel within the grid. Each grid shall contain one hundred (100) numbers (one thousand six hundred (1,600) numbers to the mile).

A.    All buildings on the south side of east-west streets and on the east side of north-south streets shall bear odd numbers.

B.    All buildings on the north side of the east-west streets and on the west side of north-south streets shall bear even numbers.

C.    A multiple-family dwelling, a mobile home or recreational vehicle park having only one (1) main street entrance shall be assigned only one (1) number, and separate units or spaces in the building or park will carry letter or number designations in addition to the number assigned to the main entrance of the building or park.

D.    Any duplex houses having two (2) front entrances shall have a separate number for each entrance. (Ord. 22-449 § 1; Res. 22-1623 (Exh. A); Ord. 98-154 § 20)

15.16.060 Number assignment, distribution and placement on buildings.

A.    There shall be assigned, by the Town Planning and Zoning Department to each house and other residential or commercial buildings located on any street or named driveway in the Town, its respective number under the uniform system as provided for by this chapter. No address shall be assigned to vacant land until development has begun with required Town permitting except for subdivision parcels.

B.    The physical building number shall be legible and a minimum of four (4) inches high (2018 IFC 505.1) to a maximum of one (1) square foot in area for each set of numbers.

C.    Such numbers shall be placed on all appropriate existing buildings within thirty (30) days after the assignment and distribution of a physical number.

D.    The numbers shall be conspicuously placed so that the number can be seen plainly from the street line. Whenever any building is situated more than fifty (50) feet from the street line, the numbers shall appear near the walk, driveway, or entrance to such buildings, so as to be easily seen from the street. 15.16.070 Plat book and grid map for the purpose of facilitating correct numbering.

A plat book of all streets and named driveways within the Town showing the proper number of all houses or other buildings shall be kept on file in the office of the Town Clerk. These plats shall be open to inspection by any person during office hours of the Town Offices. The grid map shall be transmitted to the United States Postal Service, Police Department, Fire Departments and all other emergency services operating within the Town of Pinetop-Lakeside. 15.16.080 Naming driveways.

Driveways that serve legal access to two (2) or more parcels or are longer than two hundred (200) feet shall be named in accordance with this section and Section 15.16.090 of the Town Code. (Ord. 22-449 § 1; Res. 22-1623 (Exh. A))

15.16.090 Approval required for new street names.

Anyone submitting a subdivision plat or site plan to the Planning and Zoning Commission or to the Town Council for their approval shall show the proper names of any and all proposed streets. Street name suggestions may originate with the parties submitting the plat under the guidance of the Planning and Zoning Department or other Town Council designee. 15.16.100 Changing, renaming or naming existing streets.

The Mayor and Town Council by resolution may change, rename or name an existing or newly established street or named driveway within the limits of the Town of Pinetop-Lakeside at any time upon recommendation of the Planning and Zoning Commission, the Planning and Zoning Administrator, the Town Manager or any other Town Council designee. 15.16.110 Naming streets.

Names of streets shall be consistent with the natural alignments and extensions of existing streets. New street names shall not duplicate in whole or in part or be confusing with existing names. Street names must be approved by Town Council. (Ord. 22-449 § 1; Res. 22-1623 (Exh. A))

15.16.120 Penalty.

Any person violating any provision of the uniform numbering system of the Town of Pinetop-Lakeside adopted by this chapter shall be guilty of a Class I misdemeanor. See Chapter 1.20. Each separate day or any part thereof during which any violation of this chapter occurs or continues shall be deemed to constitute a separate offense and upon conviction thereof, shall be punishable as provided in this section.
