12.12.010 Parking.

A.    Posting of Signs. Whenever the City Manager shall determine that the ordinary, efficient conduct of the City’s business requires that parking or standing of vehicles on City property (except parking meter zones) be prohibited, limited or restricted, the City Manager shall have the power and authority to order signs to be erected or posted indicating that the parking of vehicles is thus prohibited, limited or restricted.

B.    Extended Parking. Whenever the City Manager shall determine that the ordinary, efficient conduct of the City’s business requires the removal from City property of vehicles parked thereon, the City Manager shall have the power and authority to order signs to be erected or posted indicating that vehicles so parked shall be removed immediately.

C.    Impoundment. When signs authorized by the provisions of subsection (B) of this section are in place giving notice thereof, any member of the Police Department designated by the Chief of Police is authorized to remove or cause the removal of any such vehicle from City property to the nearest public garage or other place of safety, and shall give such notice as is indicated in California Vehicle Code Sections 22852 and 22853.

D.    Compliance With Signs. When signs authorized by the provisions of this section are in place giving notice thereof, no persons shall park or stand any vehicle contrary to the directions or provisions of such signs. 12.12.020 Speed.

Whenever the City Manager shall determine that public safety or the ordinary, efficient conduct of the City’s business requires that a maximum speed be established for the operation of any vehicle on City property, the City Manager shall have the power and authority to order signs to be erected or posted indicating such maximum speed.

When signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate any vehicle at a speed in excess of the speed indicated on such signs. (Ord. 914 (part), 1960: 1949 Code § 3601)

12.12.030 Traffic Control Devices.

Whenever the City Manager shall determine that public safety or the ordinary, efficient conduct of the City’s business requires that official traffic control devices be installed on City property to regulate traffic or to guide or to warn traffic permitted thereon, the City Manager shall have the power and authority to order that such official traffic control devices be installed.

When official traffic control devices authorized by the provisions of this section are in place giving notice thereof, no person shall operate any vehicles contrary to the direction or provisions of such devices. (Ord. 914 (part), 1960: 1949 Code § 3602)

12.12.050 Parking Fees for City Parking Lots.

No person shall park a vehicle in any parking lot, facility or area owned, maintained or operated by the City of Newport Beach without paying a fee if prescribed by City Council resolution or displaying a City-issued permit authorizing such parking. No person having a City-issued permit authorizing parking at certain times and places shall park a vehicle in any manner or at any time not authorized by the terms of the permit. 12.12.080 Parking Restrictions for Motorcycles, Motor-Driven Cycles and Motorized Bicycles.

It shall be unlawful for any person to park any motorcycle, motor-driven cycle, or motorized bicycle in any parking lot or public street owned, operated or maintained by the City of Newport Beach and which contains spaces designated for the parking of such vehicles, in any parking space other than those specifically provided for the parking of motorcycles, motor-driven cycles or motorized bicycles.
