15.12.010 License required when.

No resident of the City shall operate any bicycle on any street, road, highway or other public property within the City unless such bicycle is licensed in accordance with the provisions of this chapter. For purposes of this chapter, “bicycle” means any device upon which a person may ride, which is propelled by human power through a system of belts, chains, or gears having either two or three wheels (one of which is 20 inches in diameter) or having a frame size of at least 14 inches, or having four or more wheels. 15.12.020 Licensing and registration.

Bicycles shall be registered through the National Bike Registry (NBR). [Ord. 1172 § 2, 2003; Ord. 971 § 1, 1980.]

15.12.030 Bicycle riding on sidewalks.

A. Except as otherwise set forth herein, it is unlawful to ride a bicycle on the sidewalks in any of the following locations:

1. Bridgeway, between Bay Street and Richardson Street;

2. Richardson Street, between Bridgeway and Second Street;

3. Second Street, between Richardson Street and South Street;

4. South Street, between Second Street and Alexander Avenue; and

5. Alexander Avenue to the southerly City limits.

B. Notwithstanding the foregoing:

1. Bicycles may be ridden on the sidewalks listed in subsection A of this section by:

a. Authorized law enforcement personnel; and

b. Children under the age of 13, exercising due care and giving the pedestrian the right-of-way.

2. Bicycles may be ridden across permanent or temporary driveways to access the adjacent property.

3. This section shall not apply to any bikeway currently existing or hereinafter created by resolution of the City Council. [Ord. 1229 § 1, 2014.]

15.12.040 Penalty for violation.

A. Any person who shall violate the provisions of SMC 15.12.010 shall be guilty of an infraction and shall be subject to a fine in the amount not to exceed $10.00. Notwithstanding the foregoing, no fine shall be imposed upon a first violation of SMC 15.12.010 if within 30 days of the violation the person charged with such a violation provides evidence satisfactory to the Chief of Police, or her designee, that such person has corrected the violation.

B. The violation of SMC 15.12.030 constitutes an infraction subject to payment of a fine, not to exceed the limits set forth in Government Code Section 36900. [Ord. 1229 § 2, 2014; Ord. 1172 § 4, 2003; Ord. 971 § 1, 1980.]
