5-8-01 Motor vehicles.

No person shall park or leave standing any motor vehicle in any alley for longer than is reasonable and necessary for loading or unloading such vehicle. In the event a motor vehicle parked or left standing in any alley obstructs the free use of such alley, such vehicle shall be moved by the owner or operator thereof upon request when such movement is necessary or proper in order to permit others to use such alley.

5-8-02 Obstructions.

No person shall place or leave standing any object in any alley or permit any object to extend over any portion of an alley at a height of less than twelve (12') feet, except as follows:

(a)  Garbage rubbish, and garden refuse when placed there for collection in a manner authorized by the provisions of Chapter 3 of Title 6 of this Code; and

(b)  In any alley having a width of eighteen (18') feet or more, fireplace wood stacked in an orderly manner not over five (5') feet in height, and protruding not over thirty (30") inches into the alley, shall be permitted.

The provisions of this section shall not be deemed to restrict or preclude the use of alleys for normal public utility purposes, including, but not limited to, necessary poles and other structures.

5-8-03 Abatement.

Any object placed, left standing, or permitted in violation of the provisions of Section 5-8-02 of this chapter is hereby declared to be a public nuisance in the City and may be abated under the provisions of Chapter 5 of this title.
