5-7-01 Dangerous weapon defined.

For the purposes of this chapter, unless otherwise apparent from the context, “dangerous weapon” shall mean and include, but shall not be limited to:

(a) Any knife having a blade three (3") inches or more in length or any snap-blade or spring-blade knife, regardless of the length of the blade;

(b) Any ice pick or similar sharp stabbing tool;

(c) Any straight-edged razor or any razor blade fitted to a handle;

(d) Any cutting, stabbing, or bludgeoning weapon or device capable of inflicting grievous bodily harm; or

(e) Any dirk, dagger, or bludgeon.

5-7-02 Dangerous weapons: Carrying. (Repealed)

5-7-03 Dangerous weapons: Disorderly conduct.

It shall be unlawful for any person who has any dangerous weapon upon his person or in his possession or control to engage in any fight or participate in any rough or disorderly conduct upon any public place or way or upon the premises of another.

5-7-04 Firearms: Permits required to discharge.

(a) It shall be unlawful and a misdemeanor for any person to fire or discharge any pistol, gun, rifle, firearm, cannon, homemade firearm, anvil loaded with powder, bow, air gun, BB gun, slingshot, or other device whereby shots, bullets, arrows, projectiles, or other dangerous missiles or substances are discharged or projected within the City, without obtaining a written permit from the Police Chief, or his or her designee.

(b) The Police Chief, or his or her designee, may provide permission, verbal or written, to discharge weapons for any celebratory event such as military functions or memorials. The Police Chief, or his or her designee, may place any conditions on the permission as deemed necessary to further the purposes of this chapter.

(c) Permission to discharge weapons, pursuant to this section, shall be obtained from the Chief of Police, or his or her designee, and shall be obtained at least seventy-two (72) hours prior to the event being held.

5-7-05 Firearms: Shooting ranges and galleries.

(a) TMC 5-7-04 shall not prohibit or prevent the maintenance, conduct, or carrying on of shooting ranges or galleries within the City for rifle, shotgun or pistol target practice or training if the shooting range or gallery is in compliance with this section and this code.

(b) Shooting ranges and galleries shall not allow the use of any caliber of ammunition equal to or greater than 0.50 BMG for rifles and 0.50 AE for pistols.

(c) All shooting ranges and galleries shall comply with all State and City building code regulations. Prior to construction of a shooting range or gallery, a building permit, if required by State law or this code, must be obtained through the City of Turlock. Bullet impact areas shall be constructed in a manner to contain and prevent any projectiles from leaving the designated shooting area. The bullet impact area shall be inspected for apparent hazards on a daily basis and prior to use.

(d) All shooting ranges and galleries shall comply with all provisions of TMC Title 9.

(e) All shooting ranges and galleries shall have established safety protocols or policies in place to maintain a safe environment. All safety protocols or policies are subject to review, and modification as necessary to comply with the Turlock Municipal Code, by the Chief of Police or his or her designee.

(f) All shooting ranges and galleries shall maintain a business license with the City of Turlock pursuant to Chapter 3-1 TMC.
