(a) When, in the opinion of the town manager, a violation of this title exists, the town manager shall issue a written order to the alleged violator. The order shall specify those sections of this title which appear to be in violation and the individual has 10 days from the date of the order in which to correct the alleged violation or to institute an appeal to the board of trustees. If, upon inspection, the town manager finds that a sign is abandoned, the town manager shall issue a written order to the owner of the sign and/or owner or occupant of the premises stating the nature of the alleged violation and requiring them to remove or repair the sign within 10 days from the date of the order. In cases of emergency, including signs that are structurally, materially or electrically defective or in any way endanger the public, the town manager may cause the immediate removal of a dangerous or defective sign, without notice, at the expense of the owner of the sign or premises. In the case of prohibited signs, the sign owner or owner of the premises shall remove the offending sign within two days of receipt of written notification personally served on the sign owner or owner of the premises or by certified mail, return receipt requested. If the return receipt is not received in 10 days, then the town manager shall obtain service of the notice upon the alleged violator. If the sign is not removed two days thence, then the town may remove it and recover costs from the owner of the sign or the premises, and such owners shall be in violation hereof.
