Article I. General Provisions
10.25.010 Manner of parking.
(A) (1) Parallel Parking. No person shall stand or park a vehicle in a roadway other than parallel with the edge of the roadway headed in the direction of lawful traffic movement, with the right-hand wheels on two-way traffic streets and curb-side wheels on one-way traffic streets within 12 inches of the curb or edge of the roadway, or as otherwise provided in this title.
(2) Exception. A motorcycle stopped or parked upon a roadway where there is an adjacent curb may be stopped or parked with the rear wheel of the motorcycle to the curb and with the front tire facing the flow of traffic.
(B) Angle Parking.
(1) The Common Council shall determine upon what streets angle parking shall be permitted and shall mark or sign such streets. Such angle parking shall not be indicated upon any state highway within the city unless the Indiana Department of Transportation has determined by resolution or order entered in its minutes that angle parking shall be permitted.
(2) Angle parking shall not be indicated or permitted at any place where passing traffic would thereby be caused or required to drive upon the left side of the street. [IC 9-21-16-7. Code 2000 § 72.01; Code 1981 §§ 10.32.010 and 10.32.020.]
10.25.020 Parking prohibited in designated places.
No person shall stop, stand or park a vehicle in a public or private alley except for loading and unloading, except when necessary to avoid conflict with other traffic or in compliance with law or the directions of a police officer or traffic-control device. 10.25.030 Parking adjacent to schools.
The Traffic Commission is authorized to erect signs indicating no parking upon that side of any street adjacent to any school property when such parking would, in their opinion, interfere with traffic or create a hazardous situation. No person shall park a vehicle in any school area described in AMC 10.25.140. [Code 2000 § 72.03; Code 1981 § 10.32.050.]

10.25.040 Maximum parking time limit on all streets.
It is unlawful for any driver or owner of any vehicle to stop, park or stand, or permit such vehicle to be stopped, parked or to stand on any street, alley or public square of the city for a period of more than 24 hours at any time. [Ord. 1106-2003. Code 2000 § 72.04; Code 1981 § 10.32.110.]

10.25.050 Parking vehicles for sale or repair prohibited.
(A) Vehicles for Sale.
(1) It is unlawful for any person to park upon any street, alley or the public square of the city any vehicle displayed for sale.
(2) It is unlawful for any person to operate or park on any of the streets, alleys or the public square of this city any vehicle for the primary purpose of displaying advertising.
(B) Vehicles Repaired on Streets. It is unlawful for any person to repair a vehicle upon any street, alley or the public square of the city, except for emergency repairs. [Code 2000 § 72.05; Code 1981 §§ 10.32.120 and 10.32.130.]

10.25.060 Parking of certain vehicles in business district regulated.
A freight-carrying vehicle of one ton or more or vehicles more than 20 feet in length shall not park within the business district or upon the streets or alleys or the public square of the city, except that such a vehicle may park in curb loading zones or alleys for the purpose of loading or unloading freights for a period of not more than 30 minutes at any time. 10.25.070 Parking of vehicles without motive power prohibited.
It is unlawful for any person to park or leave standing upon any street, alley or the public square of the city any trailer, semitrailer or other vehicle from which the motive power has been removed. [Code 2000 § 72.07; Code 1981 § 10.32.140.]

10.25.080 Definitions.
For purposes of this chapter the definitions used in IC Title 9 are adopted by reference as if set forth at length herein. [Ord. 1253-2007. Code 2000 § 72.08.]
10.25.090 Curb loading zones.
(A) Standing or Parking for Loading or Unloading. No person shall stop, stand or park a vehicle for any purpose or period of time other than for the expeditious loading or unloading of passengers or material in a curb loading zone during hours when the regulations applicable to such curb loading zone are effective.
(B) Authority to Determine Locations. The Common Council is authorized to determine the location of curb loading zones and shall have placed and maintained appropriate signs indicating the same and stating the hours during which such loading zones may be used solely for loading or unloading purposes.
(C) Zones Established. When signs are erected giving notice thereof, the on-street loading or unloading of passengers or materials from buses or trucks in the business district shall be done only between the hours stated and in the curb loading zones listed in AMC 10.25.170. 10.25.100 Semitractors and semitrailers.
It is unlawful for any person to park any semitractor, or semitrailer, on the streets, alleys, or public parking areas of the city except that such vehicle may park in curb loading zones or alleys for the purpose of loading or unloading freight for a period of not more than 30 minutes at a time. 10.25.110 Authority of police officers.
(A) It shall be the duty of police officers of the city, and they are authorized and empowered, to enforce the provisions of this chapter and report:
(1) The location of the parking space where a vehicle is parked in violation of this chapter;
(2) The license number of such vehicle;
(3) The time and date when such vehicle is parked in violation of this chapter; and
(4) Any other fact deemed by the officer making such report to be relevant.
(B) The police officer shall also attach to any vehicle found to be parked in violation of the provisions of this chapter a written notice to the owner or operator to pay to the Clerk-Treasurer, as a penalty for such violation, the sum of $10.00. For failure to make the payment within 72 hours following the date and time noted on the notice of violation, the penalty shall be $20.00. Failure to make the payment within 10 days following the date of violation shall constitute and is declared to be an offense and the owner or operator shall by reason thereof be subject to the penalties provided in Chapter 1.15 AMC. 10.25.120 Towing of illegally parked vehicles.
(A) Illegally Parked Vehicles.
(1) Authorization. The Police Department and all its members are authorized to remove and tow, or have towed by commercial towing service, any automobile or other vehicle illegally parked in any place where such parked vehicle creates a hazard, blocks use of a fire hydrant, or obstructs, or may obstruct, the movement of an emergency vehicle.
(2) Storage. Any vehicle so towed for illegal parking shall be stored in a safe place and shall be restored to the owner or operator of such vehicle upon payment of the cost of towing and the cost of storage.
(B) Vehicles Blocking Snow Removal Equipment.
(1) Authorization. The Police Department and all its members are authorized to tow, or have removed and towed by commercial towing service, any automobile or other vehicle when such towing is necessary for passage of snow removal or other such equipment.
(2) Storage. Any vehicle so towed of necessity for the passage of snow removal or other similar equipment shall be stored in a safe place and shall be restored to the owner or operator upon demand. [Ord. 534, 1978. Code 2000 § 72.46; Code 1981 §§ 10.40.010 – 10.40.040.]
