10.10.010 Council – Powers and duties.

(1) Subject to state laws, the council may exercise all municipal traffic authority for city except those powers specifically and expressly delegated in this title or by another ordinance.

(2) The powers of the council include, without limitation, the following:

(a) Designation of through streets;

(b) Designation of one-way streets;

(c) Designation of truck routes;

(d) Designation of parking meter zones;

(e) Restriction of the use of certain streets by any class or kind of vehicle to protect city streets from damage;

(f) Authorization of greater maximum weights or lengths for vehicles using city streets than specified by state law;

(g) Initiation of proceedings to change speed zones on city streets; and

(h) Designation of speed limits in parks. [Ord. 24-903 § 2 (Exh. A), 2024]

10.10.020 City manager – Powers and duties.

(1) The city manager or a designee may exercise the following duties:

(a) Implement the ordinances, resolutions, and orders of the council;

(b) Coordinate the installation of traffic control devices approved by the council. Such installations shall be based on the standards contained in the “Manual on Uniform Traffic Control Devices for Streets and Highways” issued by the Federal Highway Administration of the United States Department of Transportation;

(c) Establish, maintain, remove, or alter the following classes of pedestrian, traffic, and vehicular controls: (i) crosswalks, safety zones, and traffic lanes; (ii) intersection channelization and areas where drivers of vehicles shall not make right, left, or U-turns, and the time when the prohibition applies; and (iii) parking areas and time limitations, including the form of permissible parking (e.g., parallel or diagonal);

(d) Under conditions constituting a danger to the public, coordinate the installation of temporary traffic control devices deemed to be necessary; and

(e) Issue oversize and/or overweight vehicle permits.

(2) The city manager or a designee shall carry out the duties described in this section in accordance with:

(a) Traffic investigations;

(b) Nationally recognized traffic engineering principles;

(c) Standards, limitations, and rules promulgated by the Oregon Transportation Commission; and/or

(d) Other state and/or nationally recognized traffic control standards. [Ord. 24-903 § 2 (Exh. A), 2024]

10.10.030 Enforcement – Powers of the police department and fire department.

(1) It shall be the duty of the city police department and its designated employees to enforce Chapters 10.20 through 10.50 BMC.

(2) In the event of a fire or other public emergency, employees and volunteers of the city police department and city fire department may direct traffic as conditions require. [Ord. 24-903 § 2 (Exh. A), 2024]
