15.11.010 Occupancy restrictions.

No manufactured (mobile) home shall be placed, stored or occupied in the incorporated areas of the City unless placed in accordance with this chapter, as well as Chapters 17.07 and 17.27 AHMC and provisions of Chapter 296-150 WAC, unless it is being used for security purposes ancillary to a construction site. 15.11.020 Installation permits and fees – General.

All manufactured (mobile) homes shall be installed in accordance with the manufacturer’s specifications or, when not available, in accordance with the applicable provisions of Chapter 296-150 WAC, inclusive.

A. Installation Permits. The owner or the installer of any manufactured home must obtain an installation permit from the Building Department before the manufactured (mobile) home can be placed on any site within the City limits. A dealer may not deliver a manufactured (mobile) home to the site location until an installation permit has been obtained. The Building Official shall issue an installation permit if the site meets all applicable building, zoning, and other City regulations.

1. The installation permit shall be valid for a period of 180 days from the date of issuance, and shall be issued for the location of a specific manufactured (mobile) home on a specific lot or manufactured home park space. Location of a different manufactured home in the same location or location of the same manufactured home in a different location shall require a new permit and fee to be paid by the applicant.

2. Failure to meet the conditions of the installation permit within 180 days shall require re-application for an installation permit. Such re-application shall be accompanied by a fee determined by the City Council; provided, that an extension of the original installation permit for a period of 180 days may be granted by the Building Official for good cause shown upon a request in writing by the applicant at least 30 days prior to expiration of the original permit.

B. Installation Permit Applications. An application for an installation permit shall be submitted by the owner or installer and must include applicable fees and provide the following information:

1. The name, address, and telephone number of the owner of the manufactured (mobile) home;

2. The manufacturer and dealer of the manufactured (mobile) home to be installed;

3. The manufacturer’s serial number (if known) of the manufactured (mobile) home;

4. The installer’s name, address, telephone number and the installer’s license number or their Washington State Contractor’s number; except, if installed by the owner of the manufactured (mobile) home, a Washington State Contractor’s number is not required;

5. The address and location of the proposed building site;

6. A plot plan showing the location and dimensions of the manufactured (mobile) home and its proposed placement on the site or lot, together with the site location if not within a manufactured home park;

7. A description of the drainage and site preparation if the manufactured (mobile) home is to be placed other than within a manufactured home park.

C. Fees. Fees for manufactured (mobile) homes shall be as specified in AHMC 15.08.060(D). A special investigation fee shall be assessed if placement of a manufactured (mobile) home occurs prior to application for an installation permit. (Ord. C-800 § 57, 2013)

15.11.030 Additions and alterations.

A. Additions and Alterations. Structural additions and alterations to manufactured (mobile) homes shall be approved by the factory-assembled structures section of the State of Washington Department of Labor and Industries. The state insignia of approval shall be attached after inspection and approval.

1. A site plan showing setbacks, skirting, supports and anchors shall be submitted to the Building Department for approval.

B. Manufactured (Mobile) Home Accessory Buildings and Structures.

1. Construction, General. Every manufactured (mobile) home accessory building or structure shall be designed and constructed in accordance with the applicable provisions of the IRC and this title.

2. Plumbing Systems, General. Plumbing equipment, materials, and installations in a manufactured (mobile) home accessory building or structure shall comply with the applicable provisions of the UPC.

C. Porches and Steps.

1. Design and Construction. Each unit shall have permanent steps to all exits. The design and construction of all structural elements of a porch, stairs leading thereto, and rails shall be in accordance with this title.

2. Railings and handrails shall be installed as required by this title. (Ord. C-800 § 58, 2013)

15.11.040 Location on property.

In addition to the setback requirements contained in AHMC Title 17, Zoning, the location of manufactured (mobile) homes with respect to property lines and other structures shall be as specified in Table 302.1(1) of the IRC when determining exterior wall fire-resistive construction and opening protection.
