16.20.010 Contents.

The final plat shall conform to the dimension and scale standards of the preliminary plat and shall contain all the information required in Section 16.16.010A through H, J, K, and, in addition, shall contain the following information:

A.  Accurate location and reference of all monuments. Monuments shall be placed at the following locations:

1.  At each intersection of two or more streets,

2.  At the center of a cul-de-sac,

3.  Where curvilinear platting pattern is used, monuments shall also be placed at points of curve and points of tangency;

B.  Certification by a registered professional engineer and/or registered land surveyor to the effect that the plat represents a survey made by him and that the monuments shown thereon actually exist as located and that all dimensional and other details, such as curve date, are correct;

C.  Notarized certification by the owner or owners of the land or other persons having an interest therein of the adoption of the plat and the dedication of streets and other public places;

D.  Certification by signature of county treasurer that there are no delinquent taxes outstanding against the property;

E.  Certification by signature of the city clerk-treasurer that there are no delinquent special assessments or other liens outstanding against the property;

F.  Approval by signature of the city clerk indicating that the plat has been checked, that eleven working drawings and specification for improvements have been prepared in conformance with the city’s standards and requirements;

G.  Space for approval of the planning commission by date and signature of the chairman of the commission;

H.  Space for approval of the council by date and signature of the mayor and space for signature of the clerk and the city seal;

I.  Subsections B through H shall be executed in order of listing. (Ord. 1161 §1(part), 1984).

16.20.020 Application for approval.

After approval of the preliminary plat by the council and fulfillment of the required conditions, the subdivider shall apply in writing to the chairman of the planning commission for approval of a final plat. The final plat shall conform substantially to the preliminary layout as given conditional approval. The application shall be in duplicate and shall be accompanied by the original inked plat on tracing cloth, vellum, mylar, or other approved base, one sepia reproduction and ten prints. Specifications for the plat and for other documents to accompany the application are given in Section 16.20.010. The final plat will not be considered as submitted unless it meets with all specifications herein and is accompanied by all required documents. Approval shall be given only at a meeting of the planning commission open to the public. (Ord. 1161 §1(part), 1984).

16.20.030 Approval procedure.

The planning commission will communicate in writing to the subdivider its disapproval or recommendation for approval of the final plat, together with the reasons therefor within sixty days after the date on which application for such approval is made. If the planning commission approves the final plat, such approval will be entered upon the tracings by signature of the chairman. The tracings shall then be transmitted to the council by the planning commission with recommendation for approval. Upon approval by the council, the tracings shall be signed by the mayor and clerk and affixed with the city seal. Approval by the council shall be by resolution setting forth all conditions upon which approval is predicated. The original tracing shall be recorded with the appropriate Whitman County officials and after recording, a certified copy shall be returned to the city and filed by the clerk. The planning commission and the subdivider shall be notified in writing of the council’s action on the final plat. If the plat is disapproved, the tracings shall be returned to the subdivider with a statement of the council’s reason therefor. (Ord. 1161 §1(part), 1984).

16.20.040 Recording required.

If the subdivider fails to record the plat at the county auditor’s office within a twelvemonth period from the date of final approval by the council, the council’s final approval shall be null and void. (Ord. 1161 §1(part), 1984).
