2.04.010 Regular meetings--Time and place.

A.    Unless cancelled or recessed to a different date, time or location in the manner required by law, with such notification to be placed upon the city’s website as well as being posted upon the entrance doors to City Hall, all regular meetings of the city council shall be held at the council chambers in the City Hall of the city, on the first and third Mondays of each month, commencing at the hour of six p.m.; provided, that in the event that the first or third Monday is a legal holiday recognized by the city, the meeting which would otherwise occur upon such day shall be held on the next succeeding business day upon which the office of the clerk-treasurer is open at the same time and place unless otherwise ordered by action of the council.

B.    Any council action moving a meeting to a day and time other than as is set forth in this section shall be carried out in compliance with the requirements of the laws of this state relating to open meetings. 2.04.020 Open session--Time and place.

Unless notification of cancellation is given during the course of the prior regular council meeting or otherwise in the manner provided by law, the council may hold an open session for all lawful purposes, including but not limited to discussing matters and issues under review by the council on the fourth Monday of each month at the City Hall of the city commencing at six p.m. unless a different time and date are indicated at a prior council meeting or otherwise designated in the manner allowed by law; provided, that no final action shall be taken at such meeting unless the meeting has been recessed from a regular meeting or has been called as a special meeting under the laws of this state relating to open meetings. 2.04.040 Committees--Designated.

The council shall be organized into such committees annually from the membership of the council as may be from time to time be deemed appropriate. (Ord. 838 §3, 1987: Ord. 252 §1, 1928).

2.04.050 Committees--Membership--Chairman.

Each committee shall consist of such members and have such chairman as may be deemed from time to time necessary and appropriate. (Ord. 838 §4, 1987: Ord. 252 §2, 1928).

2.04.060 Procedure for public hearings.

In the event a public hearing is required by a statute in terms of action to be considered by the council and the statute does not provide notice requirements, unless waived as provided herein, the notice of public hearing shall be published in the legal newspaper of the city at least seven calendar days in advance of the date of the public hearing; provided, that to the extent allowed by law, this notice requirement may be waived or shortened by action of the council if it finds that such waiver or shortening of time is necessary.
