3.16.010 Review prior to council meeting.

Prior to each meeting of the council, or at such other intervals as may be determined to be appropriate by the members, no fewer than three members of the council shall review such bills and obligations of the city as would otherwise be presented to the full council by the city clerk-treasurer at a regular meeting. The review shall be carried out in the manner provided in this chapter. (Ord. 671 §1, 1978: Ord. 551 §1, 1974).

3.16.012 List of claims--Preparation and review.

Prior to each regular meeting of the city council, or at such other intervals as may be deemed appropriate by the members of the review committee appointed pursuant to Section 3.16.040, or by the clerk-treasurer, the following steps shall be taken as to bills or other claims against the city which would constitute obligations or alleged obligations of the city:

A.    The clerk-treasurer shall prepare a list of such claims for monetary payment as are made against the city for the rendering of or delivery of services, goods or other items. The clerk-treasurer shall assign a number to each such claim upon the list which, if deemed appropriate by the clerk-treasurer, shall include a list of warrants proposed for issuance. The list shall contain the amount of the claim of moneys made or requested, the name of the party or entity making the request, and such other information as may be deemed appropriate by the clerk-treasurer or as may be requested by the reviewing committee.

B.    The committee, upon receipt of the list prepared by the clerk-treasurer, shall commence the review in the manner provided by Section 3.16.010. The clerk-treasurer, upon request, shall provide such additional information as to any particular item as may be requested. (Ord. 671 §2, 1978).

3.16.015 Copies of list--Requests.

Upon request, the clerk-treasurer shall provide a copy of that certain listing prepared pursuant to the provisions of Section 3.16.012 to any member of the city council, or the mayor, and shall further provide such information in relation to such obligations as may be requested by a council member or the mayor to the same extent as would be applied to a member of the reviewing committee. 3.16.020 Recommendation to full council.

At the appropriate order of business at the council meeting, the members reviewing bills as provided by Section 3.16.010 shall report to the full council their recommendation as to payment of the bills so presented. (Ord. 551 §2, 1974).

3.16.030 Acceptance or rejection of recommendation.

The full council may either accept or reject the recommendation of those members reporting as to any bill reviewed. (Ord. 551 §3, 1974).

3.16.040 Appointment to reviewing committee.

The mayor is authorized to appoint members of the council to serve on the reviewing committee, said appointment to be for a three-month period. (Ord. 551 §4, 1974).
