2.23.010 Establishment.

There is established for the city a reserve police unit to be an auxiliary of the regularly constituted full-time paid police department of the city. (Ord. 1446 § 3 (part), 2015).

2.23.020 Appointments.

The personnel of the reserve police officers shall be appointed by the chief of police with the approval of city council; provided, that reserve officers shall not be subject to any civil service requirements nor shall they be subject to the coverage provided by the law enforcement and fire fighters retirement system as presently provided for or as hereafter amended. An applicant, to be eligible, must be physically fit to perform the duties of a police officer, and be able to pass a police background investigation. (Ord. 1446 § 3 (part), 2015).

2.23.030 Authority of the police chief.

The reserve police unit shall be under the direction and control of the chief of police or the person acting in place of the chief during their absence. The chief of police is authorized to promulgate and enact rules and regulations governing the reserve police unit. The chief of police shall establish and enact minimum training standards intended to provide a minimum acceptable level of performance. (Ord. 1446 § 3 (part), 2015).

2.23.040 Arrest authority.

Members of the reserve police unit shall have all the arrest powers of a regularly sworn Othello police officer only while they are on authorized duty status. (Ord. 1446 § 3 (part), 2015).

2.23.050 Number of members.

The reserve police unit shall not consist of more than ten members. (Ord. 1446 § 3 (part), 2015).
