2.46.010 Establishment.

There is created a Library Advisory Board for the City consisting of six members. (Ord 08-237 (Ex A); Ord 07-200 §2; Ord 94-20 §2)

2.46.020 Qualifications.

All board members must reside within the boundary of the Quincy School District and a minimum of three board members must reside within the corporate limits of the City. One board member shall be a councilperson, as appointed by the Council. The Councilperson shall not vote and shall not be counted in determining if the board has a quorum to conduct business. 2.46.030 Terms.

With the establishment of the Library Advisory Board, one member shall be appointed to a one-year term, one member shall be appointed to a two-year term, one member shall be appointed to a three-year term, one member shall be appointed to a four-year term, and one member shall be appointed to a five-year term. The terms of office shall begin on the first day of January and shall expire on the thirty-first day of December. At the expiration of each member’s term, the Mayor, with confirmation by the majority of the whole City Council, shall appoint a new member for a five-year term. At the expiration of a member’s term, the member may be reappointed. (Ord 07-200 §2; Ord 94-20 §2)

2.46.040 Meeting.

The Library Advisory Board shall hold meetings as required, but no less than once per quarter. Annually, at their first meeting subsequent to January 1st, members of the Library Advisory Board shall meet and organize by electing a chair and secretary. The Councilperson shall work with the chair in setting agendas and direction and acting as liaison to the City Council. (Ord 14-336 §3; Ord 08-237 (Ex A); Ord 07-200 §2; Ord 94-20 §2)

2.46.050 Responsibilities.

The Library Advisory Board shall act in an advisory capacity to the City Council and Mayor in all matters pertaining to the library. The Library Advisory Board shall prepare annually, prior to September 30, a budget for presentation to the Mayor, as part of the annual budgeting process undertaken by the Council. The Library Advisory Board shall review, advise and make recommendations to the City Council and Mayor concerning the building and equipment, rules of conduct, the scope and quality of library services provided or to be provided, and shall review and advise on matters pertaining to the administration and performance of the City’s contract with the North Central Regional Library for library services.
