2.10.010 Procedures.

A.  Beginning January 1, 2020, the salary ordinance codified in this chapter shall become effective and remain in effect until modified or replaced by the town council.  As such, it shall supersede contradicting ordinances, resolutions, etc.

B.  Only Association of Washington Cities (AWC) salary data, as posted on their website, will be used to determine the salary base rate for each full-time position.

C.  The base rate for each full-time position will be recalculated at least every five years.

D.  All base rate salary surveys will be conducted by a qualified impartial entity using the AWC database and the town of Wilbur procedures in effect at the time.

E.  With council approval, salary base rate adjustments will be awarded to each full-time employee on their anniversary date unless salary budget funds are not available.

F.  All salary data and calculations will be documented which are to be signed and retained in accordance with the document retention schedule.

G.  The CPI-W cost of living adjustment (COLA) data shall be obtained from the Municipal Research and Services Center (MRSC) website as of August 1st each year.  This COLA percentage will be evaluated and, if the budget is adequate, applied to the pay scale for all full-time employees beginning January 1, 2020.

H.  If the COLA number for the period is negative, no pay adjustment will be paid and rates will not be reduced.

I.  All other salary adjustments such as longevity, job-related certificate(s), education, special training, etc., will be approved by the council, documented in writing, signed, and retained in accordance with the document retention schedule.  (Ord. 583 §§1--9, 2019)
