(1) The development standards and regulations specified by this division apply to all lands, buildings, and development in the city. These standards supplement those set forth for each specific zoning district.

(2) It is the intent of these regulations to provide adequate light, air, and privacy, to promote the general public safety and welfare. [Ord. 93 § 3.1, 1987].
