10.20.010 STATE LAW APPLICABLE.

(A) The state traffic laws regulating the speed of vehicles shall be applicable upon all streets within this city, except as this chapter otherwise declares and determines, upon the basis of engineering and traffic investigation that certain speed regulations shall be applicable as specified.

(B) It shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared in this chapter when signs are in place giving notice thereof. (Prior Code, § 10.20.001) Penalty, see § 10.04.999

10.20.020 DECREASING STATE SPEED LIMITS AT VARIOUS INTERSECTIONS.

If it is determined upon the basis of an engineering and traffic investigation that the speed permitted by state law at various street intersections is greater than is reasonable or safe under the conditions found to exist at such intersections, the maximum speed limit within 100 feet upon every designated approach to and within those intersections herein designated shall be as stated within this chapter, which declared speeds shall be effective at the times specified herein when signs are erected upon every approach to every intersection giving notice of the maximum speed limit declared thereat. 10.20.030 ESTABLISHED CITY SPEED LIMITS.

Speed limits within the City are established at 20 miles per hour in all residential districts and 20 miles per hour in all business and school districts, unless otherwise provided in this code. (Prior Code, § 10.20.003)

10.20.040 CITY SPEED LIMITS.

It shall be unlawful for any person to drive or operate any motor vehicle on any street within the corporate limits of the City at a rate of speed faster than 20 miles per hour except for the following: Southport Road between McFarland Road as the east boundary and Madison Ave as the west boundary, which speed limit has been established at 25 miles per hour; McFarland Road between Southport Road as the north boundary and Stop 11 as the south boundary, which speed limit has been established at 35 miles per hour; Stop 11 Road between McFarland Road as the east boundary and the railroad tracks as the west boundary, which speed limit has been established at 35 miles per hour; Madison Avenue from the south corporate line to the north corporate line, which speed limit has been established at 40 miles per hour. 10.20.050 THIRTY MILES PER HOUR AREAS.

10.20.070 FORTY MILES PER HOUR AREAS.

10.20.080 SPECIAL SPEED LIMITS.

The Board of Public Works and Safety is authorized to investigate portions of any city street in the proximity of schools, churches, auditoriums, civic centers, kindergartens, theaters and any other places where large numbers of people gather. If the Board determines that, within any part of any street, large numbers of pedestrians walk on or across the same and are exposed to serious traffic hazards by any vehicle operated in the street at usual speeds, the Board, by order, or the police in any temporary emergency, may declare and establish a special speed limit at such places. 10.20.090 EXCEEDING POSTED SPEED LIMITS.

The Board of Public Works and Safety is directed to cause appropriate signs to be erected on each of the streets named in Sections 10.20.010 through 10.20.080, giving notice of the speed limits fixed and determined by this title. It shall be unlawful for any person to drive a vehicle at a speed in excess of any speed posted pursuant to the provisions of this chapter anywhere within the city limits of Southport.
