14.04.010 Adopted.

There have been adopted by the city of Sumas those certain codes known as the International Building Code, as now and hereafter amended by the state of Washington, and as amended by Chapter 51-50, WAC, including the Appendix Chapters A through S, and the International Residential Code, as amended by Chapter 51-51 WAC, including Appendices A through K, as the building code and standards of the city of Sumas; provided, that those sections of the International Building Code set forth in Section 14.04.015 and those sections of the International Residential Code set forth in Section 14.04.016 are amended to read as set forth in said section. 14.04.015 Amendments—Additions.

The following sections of the International Building Code, as adopted, are amended to read as follows:

Section 101.1 These regulations shall be known as the Building Code of the City of Sumas, hereinafter referred to as “this code.”

Section 101.4.1. Electrical. The provisions of the National Electrical Code, as adopted in the Sumas Municipal Code, Chapter 14.08, shall apply to the installation of electrical systems, including alterations, repairs, replacement, equipment, appliances, fixtures, fittings, and appurtenances thereto.

Section 101.4.4. Plumbing. The provisions of the City of Sumas Plumbing Code as adopted by the Sumas Municipal Code, Chapter 14.05, shall apply to the installation, alteration, repair, and replacement of plumbing systems, including equipment, appliances, fixtures, fittings, and appurtenances, and where connected to a water or sewage system and all aspects of a medical gas system. The provisions of the State of Washington requirements for private sewage disposal shall apply to private sewage disposal systems.

Section 101.4.5. Property Maintenance. The provisions of the International Property Maintenance Code adopted by the Sumas Municipal Code, Chapter 14.14, shall apply to existing structures and premises; equipment and facilities; light, ventilation, space heating, sanitation, life and fire safety hazards, responsibilities of owners, operators and occupants; and occupancy of existing premises and structures.

Section 101.4.7. Energy. The provisions of the State of Washington Energy Code adopted by the Sumas Municipal Code, Chapter 14.10, and the State of Washington Ventilation and Indoor Air Quality Code adopted by The Sumas Municipal Code, Chapter 14.40, shall apply to all matters governing the design and construction of buildings for energy efficiency.

Section 108.3 shall have a new sentence added to the end of the paragraph as follows:

The value for commonly built structures shall be determined by using the valuation table adopted by the City Council of the City of Sumas by resolution.

14.04.016 IRC amendments—Additions.

The following sections of the International Residential Code as adopted in Section 14.04.010 are amended to read as follows:

14.04.018 Reduced plan check fee authorized.

The building official may reduce the plan check fee for a project to as little as twenty-five percent of the building permit fee in the event that:

(a)    The submitted plans are identical to those previously examined and approved by the building official for construction of a prior building; and

(b)    The previous plan approval occurred within one hundred eighty days prior to the date of the pending building permit application; and

(c)    There was no substantive change to the applicable codes during the period between examination of the prior plans and submission of the pending building permit application. (Ord. 1302 § 1, 2000)

14.04.020 Violation deemed misdemeanor.

Any violation of the provisions of the International Building Code or International Residential Code as herein adopted is a misdemeanor. (Ord. 1413 § 7, 2005)

14.04.050 Demolition permit fee.

The fee for a demolition permit within the city shall be twenty-three dollars and fifty cents. (Ord. 1413 § 8, 2005: Ord. 1201 § 2, 1997: Ord. 1198, 1997)

14.04.060 Fill permit fee.

The fee for a fill permit within the city shall be twenty-three dollars and fifty cents. (Ord. 1214, 1997)
